Pokemon Heartgold and soulsilver arcues event

Hello, 
in Japan there was the arcues event which was level 100,
however he can unloack the event in pokemon heartgold or pokemon soulsilver ,
the event lets you make an egg of one of the 3 legendary dragons Dialga , Palkia or girtina with special moves.
For help on how to do the event I have added A gameplay video so here it is,
Pokemon Heartgold and soulsilver versions japnese versions arcues event gameplay.
